To have an Inter-Rail Pass, you must be normally resident in one of the participating European countries:

Austria, Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Italy, Republic of Ireland, Luxembourg, Macedonia, Morocco, Netherlands, Norway, Poland, Portugal, Romania, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, Turkey, United Kingdom.

Russian Federation, Belarus, Ukraine, Moldova, Estonia, Latvia, Lithuania, Algeria or Tunisia citizens can also buy an Inter-Rail pass.

People from out of these countries can purchase an Interrail pass only if they lived at least for 6 months in the above countries.
